1. CTEVT will improve the quality and cost efficiency of the TEVT sector.
1.1 Communicate revised quality standards and proves to the TEVT sector by 2006.
1.2 Implement revised quality standards and processes in CTEVT by 2008.
1.3 Communicate strategies to reduce the unit costs of graduates to the TEVT sector by 2006
1.4 Reduce the unit cost per graduate by 10% by 2008 in CTEVT run institutes.
1.5 Implement the licensing of public TEVT instructors by 2008.
1.6 Implement 50% of the professional development plans of CTEVT staff by 2008.
1.7 Provide the equivalent of two weeks of professional development training to 1,000 other TEVT professionals by 2008.


2. CTEVT will fulfill its social obligations towards broad access and poverty alleviation.
2.1 Increase the enrolment of poor, women and disadvantaged to 50% in public and 15% in private TEVT long-term programs by 2008.
2.2 Implement two industry/enterprise-based training programmed by 2008.
2.3 Ensure one new TEVT program involving CBOs in each district by 2008.
2.4 Implement two training programs per year targeting special needs populations through 2008.
2.5 Increase employment-based short-term training for the poor, women and disadvantaged by 10% per year through 2008.
2.6 Develop a TEVT found for financial support primarily to the poor, women and disadvantaged by 2008.
2.7 Establish one polytechnic in each development region by 2008.


3. CTEVT will use "rate of employment" as its primary measure for training programs success.
3.1 Communicate the concept of a minimum rate of employment to TEVT providers by 2006.
3.2 Ensure that all CTEVT training programs have a minimum rate of employment of 60% by 2008.
3.3 Ensure that 10% of TEVT graduates are self-employed by 2008.
3.4 Implement five training programs for new technologies by 2008


4. CTEVT will become a more customer-focused, service-oriented organization.
4.1 Ensure 70% customer satisfaction of CTEVT services by 2008.

5. CTEVT will shift its focus from implementing to guiding, facilitating and regulating.
5.1 Enforce revised national training policy, act, rules and regulations by 2006.
5.2 Provide full operational autonomy to 7 CTEVT run institutions by 2008.
5.3 Establish partnership activities with 10 national TEVT stakeholders by 2008.
5.4 Establish relationship with international institutions for information sharing, HRD an expertise exchange by 2008.
5.5 Implement five partnership-training institutions (Palpa model) by 2008.


6. CTEVT will contribute to the protection of the national job market.
6.1 Advocate the hiring of skill certified workers by 2006.
6.2 Increase skill testing for basic level skills by 300% by 2006.
6.3 Obtain 70% employer satisfaction of CTEVT certified graduates by 2008.
