RE-Notice FOR EXPRESSION of INTEREST (EoI) for Conducting WORKERS’ FURTHER TRAINING (WFT)

As per the first EoI notice published by ENSSURE Project on 29th December, 2021 (2078/09/14) for conducting workers’ further training , minimum required number of bidders’ are not short-listed for further procurement process, (as per the Public Procurement Regulations 2064, Article 70), hence the project has published re-notice for EoI submission to all eligible and interested bidders.
ENSSURE is a project of the Government of Nepal, supported by the Government of Switzerland, implemented by Council for Technical Education and Vocational Training (CTEVT) with technical assistance from HELVETAS Swiss Inter-cooperation Nepal. The objective of the project is to improve the living standard of Nepali workers, particularly women and men from disadvantaged groups through continuous employment.
The main objective of this assignment is to equip with new occupational skills training for the targeted beneficiaries(existing workers and returnee migrant workers), following the curricula/modules of 96 hrs duration in different sectors, subsectors and occupations.
The project re-invites EOI from eligible, experienced, and competent private training provider/s in consortium with industries for conducting Workers’ Further Training, related soft skills and occupational health and safety (OHS). The package and occupation-wise allocation for the assignment is given below.

Training providers are eligible to apply maximum of two occupations, but cannot apply in more than one package of same occupation. The Training Providers must submit separate EOI documents for each package applied. Joint ventures and Sub-contracting are not allowed.
The bidders already submitted EOI (EoI notice on 29th December, 2021 (2078/09/14)), under this EOI may submit EOI, but the limit of two occupations with eighty number of trainees per occupation shall be applicable.
The training events must be conducted in the venue/s having adequate training facilities for the proposed occupation/s. Conducting trainings in temporary (Mobile based) settings are not allowed.
The training provider must be affiliated to CTEVT for conducting training on related occupation.
The training programs are expected to commence from May 2022.
The training provider with its consortium industries shall submit duly filled EOI format according to the issued Terms of Reference (TOR) through e-bidding process. EOI format can be downloaded from e-GP system www.bolpatra.gov.np/egp or visit the website www.enssure.org.np and www.ctevt.org.np. (hard copies are not allowed)
EOI will be assessed based on Qualification (35%), Experience (50%) and Capacity (15%) of the Training Providers and Key Personnel. Based on evaluation of EOI, only short-listed firms will be invited to submit Technical and Financial Proposals through Request for Proposal (RfP). The RfP selection process will follow Quality and Cost Based Selection "QCBS" ( 80% Technical and 20% Financial) and will be in accordance with the Public Procurement Act 2063 and its latest amendments and Public Procurement Regulations, 2064 and its amendments.
Minimum score to pass the EOI is 60 points.
Documents of the experience and other evidence copies of certificates shall be duly notarized.
Complete EOI documents shall be delivered online through e-GP system www.bolpatra.gov.np/egp on or before 12:00 hours local time of 4th March, 2022 (2078/11/20). In case of the last day of submission of EOI falls on public holiday, then the next working day shall be considered as the last date.
ENSSURE Project reserves all rights to reject any or all EOIs with or without furnishing any reasons to the firms concerned.
